IE 10 problems setting homepage through GPO?

We set the homepage through GPO and the page shows quickly then reverts to a blank white screen. Things done to resolve the problem includes:

1) Resetting browser
2) Deleting all temp files
3) Running IE with no add ons

We have several other users with the exact same image with IE 10 who have no problems.
