Group policy object missing for internet settings IE10 and IE9

I am trying to set a default home page on my XP & 7 clients with group policy on my Windows 2008 R2 x64 server, and I seem to be missing the option to set it for IE9 and IE10 browsers (see attached). According to microsoft the admx files are automatically installed by default when IE10 is installed. Has anyone else seen this issue?

I have tried downloading and installing the Administrative Templates (.admx) for Windows 8 and Windows Server 2012 http://www.microsoft.com/en-us/download/details.aspx?id=36991 hoping this would add the missing GPO's. Any suggestions?
