Demoting a DC errors

I have a DC Server that was added over a year ago and I need to demote it. The server is running 2008 SP1.

When I try to run dcpromo I get

The operation failed because:

Active Directory Domain Services could not transfer the remaining data in directory partition DC=DomainDnsZones,DC=xxx,DC=com to

Active Directory Domain Controller \\dcx.xxx.com.

"The directory service is missing mandatory configuration information, and is unable to determine the ownership of floating single-master operation roles."

I verified the fsmo roles are on a different DC.

I followed the instruction on http://support.microsoft.com/kb/949257

and re-ran dcpromo with the same error.

I am trying to avoid having to do a forced demotion.

Any suggestions would be great.

logs show the DC to be demoted is showing the FMSO roles pointing to an incorrect server still

Ownership of the following FSMO role is set to a server which is deleted or does not exist.

Operations which require contacting a FSMO operation master will fail until this condition is corrected.

FSMO Role: CN=Infrastructure,DC=ForestDnsZones,DC=xxx,DC=com
FSMO Server DN: CN=NTDS Settings\0ADEL:d0ed51c2-3cdd-4c84-a45e-d5d473819bf9,CN=olddc\0ADEL:8485e0fb-c118-4d28-86aa-e56783f2b317,CN=Servers,CN=GEM-Walbridge,CN=Sites,CN=Configuration,DC=xxx,DC=com
