Complexity Requirements Windows 2008 R2

I have two Windows 2008 R2 Servers, same domain.  One ACDC1 and one ACDC2.

The Default Domain policy has Complexity Requirements turned on.

I used this password Ihatewindows1!!

It did not like it. Said it was not complex. Why not?

1 uppercase, 1 lowercase, 1 number and 1 symbols and over 8 characters. Also have never used that password.  This one is an example, I have 4 users all saying they cannot change passwords with stuff ranging from passwords like Yellow01 to Elliott01to D@nteventrY

None of those worked. New domain so rememberd passwords should not matter.

5 Password remembered, 90 Days to change, 1 day min. password age, 8 character length. 

I disabled Complexity Requirements and did gpupdate and rebooted multiple times. Still require complex password.  All replication between DC works fine.
