Users cannot change Active Directory password

I wonder if anyone can help me with this niggle with users seemingly being unable to changing their passwords via Ctrl Alt Delete?

It's a single domain Active Directory and when a user hits Ctrl Alt Delete to change password, they always get the Windows message stating unable to ‘update as it does not meet the complexity etc..’ The Group Policy does enforce complexity requirements, but we have tried passwords that would satisfy the policy, but still message persists.

Another observation is at the Ctrl, Alt Delete Password prompt; users are also given the option to change a network password under 'Other Credentials'. I found this post on TechNet, but as the computers are joined - mostly wired - to the networks, I want to gather some opinions before adjusting policies.

As it stands users seem to be unable to change their passwords until they expire.

Any advice from experience welcomed.
